Telegram, previously known for its strong privacy protections, has updated its policy to allow sharing of user IP addresses and phone numbers with authorities in response to legal requests, according to a report by Bloomberg News on September 23. CEO Pavel Durov announced the shift in the platform’s terms and conditions, marking a significant change from Telegram’s previous stance, which had drawn criticism for its unresponsiveness to law enforcement, particularly in criminal cases.

Alongside this policy change, Telegram is also introducing new moderation tools, combining AI and human moderators to identify and remove inappropriate content more efficiently. Durov encouraged users to report illegal or harmful content to ensure prompt action is taken.

Despite these adjustments, Telegram still offers robust privacy features, such as end-to-end encryption, disappearing messages, and the ability to use the platform without a SIM card. The company maintains that no user messages have been disclosed to third parties, including governments, so far.

The impact of these changes on Telegram’s user base, particularly among those involved in illicit activities, remains to be seen.

Durov’s Legal Troubles

Durov’s policy shift comes as he deals with legal issues following his arrest by French authorities in late August. The arrest is part of an investigation involving 12 criminal charges, including allegations of drug trafficking, child exploitation, and money laundering.

Durov was held for 96 hours, the legal limit under French law, before being released under judicial supervision. His release conditions include a €6 million bail, restrictions on leaving France, and reporting to the police twice a week. Durov denies the charges, and Telegram insists that it operates within European laws, such as the Digital Services Act.

His arrest has led to speculation about possible political motivations, but French President Emmanuel Macron dismissed such claims, stating that the investigation is part of the judicial process.

The policy change and Durov’s legal battle have sparked reactions across political and tech circles, with many watching closely how these developments will affect Telegram's future.
